THE POSITION

The City of Woodland Police Department is looking for lateral officer candidates who are currently employed as a California peace officer, have two years of experience and possess a California POST Basic Certificate or are have formerly been employed as a California peace officer, possess a California POST Basic Certificate and have not had more than a three-year break in service as a California Peace Officer. ABOUT THE POLICE DEPARTMENT

The Woodland Police Department is staffed with 72 sworn officers, 18 professional employees, and 8 part-time temporary professional employees. Our staffing is expected to expand in size as the City grows. The Department is managed by a Chief of Police, a Deputy Chief, 3 Lieutenants, 10 Sergeants, and a Police Records Supervisor. The Department has three Bureaus; Patrol, Investigations, and Community Relations. Police Officers are assigned to all Bureaus where they work in various capacities and teams.   Within the Bureaus are many specialty units including K-9, Traffic/Motors, School Resource Officers, Gang Task Force, Detectives, and Homeless Outreach Street Team.  There are a number of collateral duties available to officers including SWAT, Crisis Negotiations Team, Field Training Officer, Honor Guard, Arrest & Control Instructors, Firearms Instructors, Gang Resistance Education, and Training (G.R.E.A.T) instructors, Social Media Team, Recruitment, and Bicycle Patrol. The Woodland Police Department prides itself on being a service-orientated agency using a Community Oriented Policing model and Intelligence-Led Policing (ILP) strategy. The Woodland Police Department welcomes and practices constant community engagement, outreach, and activism. The City's Police Activities League (PAL) was formed and is led by Woodland Police personnel who place an emphasis on providing accessible and healthy activities for the city's youth.

 

ABOUT THE CITY

Woodland is a city of approximately 60,000 residents. Incorporated in 1871, Woodland is conveniently located on I-5 just 12 miles northwest of Sacramento and 9 miles north of U.C. Davis. Woodland’s primary business is agriculture and light industrial, including distribution centers for Target, True Value, Payless, and Walgreens. Woodland has a community college, 2 senior high schools, 2 junior high schools, and 12 elementary schools in the public school district, supplemented by 5 private schools, grades K through 12. The area offers various recreation possibilities: water skiing and boating on the Sacramento River, Lake Berryessa, and Lake Folsom; skiing in the Sierras, hunting, and fishing; five golf courses; and many other youth and adult-oriented recreations.

Ideal Candidate

Age:  Must be 21 years of age.

Education:  Minimum education of United States high school graduation or passage of GED or other      approved equivalency test

Citizenship:  A candidate must be legally authorized to work in the United States under federal law at the time of appointment.  (Applicants may be in the process of obtaining legal authorization upon application, but will need to show proof of legal authorization to work in the U.S. under federal law before being hired.)

Possess:  A POST Basic Certificate or higher.

License: Possession of a valid California Class C driver's license with an acceptable driving record.

Physical:  Physical health, strength, stature, and agility to meet the physical demands of police work as determined by an agility test and a pre-employment physical exam.

Vision:  See in the normal visual range with or without correction.

Hearing: Hear in the normal audio range with or without correction.

Conduct: No felony convictions and good personal conduct.  During the Background Investigation, a candidate is evaluated relative to an established set of automatic disqualification criteria. Candidates are asked questions relating to the RECENCY AND FREQUENCY of traffic citations, at-fault automobile collisions, illegal drug usage, arrests, and convictions.

Benefits

Salary: A Step: $7,044.18 to G Step $9,439.67

Retirement: Public Employees' Retirement System using the 2.7% at 57 formula.  Current members of CalPERS may be eligible for the 3% at 55 formula.

Medical Plan: CalPERS Medical Insurance Plans, including HMOs and PPOs.  The city provides an allowance for the cost of insurance. Many of the plans are free of cost to employees and their families.

Life Insurance:City paid $50,000 Life insurance policy.

Dental/Vision:Group dental/vision insurance plan paid by City for employees and their families.

Long-term Disability Plan: Wage protection plan for long-term disabilities.

Vacation: 6.7 hours per month for the first three years of service; 8.7 hours per month from 4 to 5 years; 10 hours per month from 6 to 10 years; 12 hours per month from 11 to 15; 14 hours per month after 16 years of service.

Holidays:   Since sworn officers may be required to work on authorized holidays, 8.3 hours of leave per month is added to vacation leave in lieu of holiday time off.

Sick Leave: 10 hours per month, unlimited accumulation. Upon service retirement, unused sick leave time is converted into service time for retirement calculations.

Uniform Allowances:  Newly appointed police officers are provided body armor, uniforms, rain gear, and duty equipment.

Certificate Pay: Eligible officers may receive an additional salary based on possession of certificates issued by the Police Officers Standards and Training (POST) Agency (2.5% increase for an intermediate certificate, 4% for an advanced certificate, and 2.5% increase for a Bachelor's Degree).

Shift Differential: All employees who are regularly assigned to work the swing shift shall receive a shift differential in the amount of an additional two percent (2%) of their base rate of pay for all regularly scheduled hours worked on the swing shift.

All employees who are regularly assigned to work the graveyard shift shall receive a shift differential in the amount of an additional three percent (3%) of their base rate of pay for all regularly scheduled hours worked on the graveyard shift.

Field Training Officer Pay:  Field Training Officers will receive an additional 7.5% of base pay for the pay period while they have a trainee.

Bilingual Pay: If approved, eligible Officers able to pass a language proficiency test (able to accurately translate conversations) will receive an additional $200 per month.

Longevity Pay:Additional 2.5% of base pay after 12 years of service to the City of Woodland and an additional 5% after 17 years of service to the City of Woodland.

Hiring Incentive: A lateral police officer would be defined as a currently employed police officer in the state of California with a minimum of two years of experience; and possess a California Peace Officer Standards and Training (POST) Basic Certificate; or formerly employed as a California Police Officer for a minimum of two years and possess a California (POST) Basic Certificate, and who has not had more than a three-year break in service as a California Peace Officer. A lateral officer would receive $10,000 in total pay incentives to be distributed as follows: $5,000 upon hire, $1,000 after successful completion of Field Training, $1,000 after successful completion of a 12-month probationary period, and $3,000 upon successful completion of 24 months of continuous service with the City of Woodland. 

Lateral officers will be credited 40 hours of vacation leave and the employee's vacation accrual rate will match the total years of service as a police officer.

SELECTION PROCESS

An official City of Woodland application form must be filled out in its entirety. As applications from candidates are received, they will be screened based on: ability to follow direction, completeness, spelling, neatness, job qualifications, employment history, background questionnaire, and specific abilities. Only a select number of qualified candidates will be invited to participate in the examination process which will include an essay examination and an oral panel interview. Those candidates who successfully pass all phases of the examination process will be placed on a Police Officer eligibility list for further consideration by the Chief of Police. Candidates selected by the Chief of Police for hire must successfully complete and pass: a background investigation, psychological testing, and a pre-employment medical examination.
